The Beijing-Tianjin-Hebei joint comprehensive research exercise on environmental emergencies under the guidance of relevant leaders and experts from the Ministry of Ecology and Environment, Beijing, Tianjin, Hebei Province, and Beijing Winter Olympics Organizing Committee kicked off.

The exercise simulated three sudden environmental accidents, namely: continuous rainfall caused the collapse of a graphite tailings pond in Chicheng County, Hebei Province, causing water pollution in the Baihe River Basin; traffic accidents occurred in hazardous chemical transportation vehicles in Yanqing District, and ethylbenzene entered Gui The river endangers Guanting Reservoir; an ammonia leak accident in an enterprise poses a major environmental threat to the local atmosphere and water environment and the daily life of the people.

After the "accident" occurred, the ecological and environmental departments of Beijing, Tianjin and Hebei immediately launched the joint prevention and control mechanism, jointly carried out disposal work, carried out multi-point and multi-area environmental emergency monitoring, and disposed of the polluted water body through comprehensive means such as water blocking, drainage and water diversion. At the same time, the simulation technology of atmospheric and water pollution diffusion trend is used to provide scientific decision support for emergency disposal of environmental emergencies. Race against time, beat the time, through the joint efforts of the three places, pollution has been effectively controlled, no impact on the environment.

Dandong Ruite carried an environmental flight monitoring system, a pollution disposal unmanned aerial vehicle system, a multi-legged obstacle-crossing robot, an underwater unmanned submarine and a hand-held multi-group poison gas analyzer for this emergency drill.

Combined with professional flight control, data transmission, image transmission system and three-dimensional perception system, it can realize all-weather, three-dimensional and no dead angle flight monitoring. The system can be equipped with high-precision emergency gas monitoring unit, ambient air monitoring unit, water quality monitoring unit, ambient air sampling unit, water quality sampling unit, terrain aerial survey unit, high-precision photography imaging system (0.1 billion pixel camera), thermal infrared detection camera system, portable mass spectrometer, high spectrometer and other professional environmental monitoring instruments, equipped with visual analysis software, it is widely used in atmospheric environment monitoring, emergency monitoring, law enforcement monitoring, heat source (straw burning) and other fields, significantly improving work efficiency, reducing safety risks and costs, and providing timely and effective decision support for managers.

The take-off weight of the pollution disposal UAV system is more than 50kg, and the carrying capacity is more than 30kg, which is used for unmanned on-site emergency disposal.

The multi-legged obstacle-crossing robot is suitable for ground emergency monitoring, and can be equipped with high-precision gas detection unit, ambient air detection unit, ambient air sampling unit, and various air and water emergency equipment. Underwater unmanned submarine can be used for the collection of water and water conditions, and can be used in water and water with serious pollution sources. Under the condition that people are not convenient to sample and collect water quality, underwater unmanned submarine will play a vital role.

According to the person in charge of the Beijing Municipal Bureau of Ecology and Environment, the exercise has three characteristics: First, the scene is more complex, and the Beijing-Tianjin-Hebei three places are linked together. The method of "combination of centralized command and multi-point disposal, combination of desktop deduction and on-site drills, and combination of emergency drills and comprehensive evaluation" is adopted to test the response ability of regional linkage and departmental coordination. The second is to have more elements, set up the background of water pollution superimposed on air pollution emergencies, carry out multi-element, multi-component, multi-means environmental emergency investigation and disposal, and accumulate experience for the exploration of joint prevention and control of environmental emergencies in the three places. Third, science and technology are more powerful, with the help of sudden air pollution accident emergency early warning and decision support technology dynamic simulation to predict the trend of air pollution intensity and scope, to achieve dynamic intelligent early warning of potential pollution risks of sudden accidents, for on-site emergency monitoring, accident rescue and other dynamic decision-making process to provide important scientific and technological support.

The exercise was presented in the form of a combination of video display and on-site practical operations. The video content shows scenes such as receiving reports, studying and judging, starting the joint prevention and control mechanism, and responding to various departments. The actual combat part of the scene shows the command and dispatch of the on-site headquarters, the detection and disposal of advanced equipment such as unmanned aerial vehicles and unmanned ships, the sampling and monitoring of environmental quality samples, and the laying of oil fences to intercept pollution. The whole exercise tested the operability and effectiveness of the linkage of the emergency plans for environmental emergencies in the three ecological environment departments, it has improved the command and dispatch, collaborative handling and emergency rescue capabilities of government departments and social units in response to environmental emergencies.

In the course of this emergency drill, Rhett Technology demonstrated its emergency monitoring ability to deal with problems in the process of emergency rescue by using various instruments such as environmental flight monitoring system, pollution disposal UAV system, multi-legged obstacle crossing robot, underwater unmanned submarine and hand-held multi-group poison gas analyzer.
